You do get +30% skill efficiency, +30% weapon damage, and 3% armor regen after picking up 30 trophies which makes the memento the single best exotic in the game for solo PVE imo. From a pure damage standpoint it is definitely not bis except for cqc builds. So, for example, if you want your skills to hit as hard as possible on your skill build, memento is not the backpack you are looking for. But if you are okay with exchanging damage for a little bit of everything and chasing drops than yes, it is a nice addition.

Actually, bruiser smg build with memento is good with more blue, and youll likely to get the lost 15% weapon damage (red core) from another source, lets say from the amplify damage stack of lady death (+75%/bullet) or chameleon (+90% wpn dmg) and also the intimidate (35%).
