I guess if you need to sprint in an Exo, it could be an issue. Expert tools can be found in stashes in red forest and above only. The higher you go the better the chance is. For example: in red forest it’s 1/6 but in Pripyat it’s 1/2. Bro i just gave up and spawned it. Since advanced tools requaires 4 basic ones, i just searched for 8 advanced tools and crafted it as soon as i found the last one. I found like 13 of advanced one at before spawning it.
