3/4 Goldor and reaper mask is what I see peoplee wearing. From someone who dropped 2 handles as tank, i can say that the best things for f7 tank on a tight budget without clearing setup would be the normal 3/4 and reaper mask with giant reforge. In the Boss Fight (F6), I use 5 star necrotic Superior Dragon Armour and a livid dagger and play mage beam. I do insane single target damage with this build.

Honestly, mage isn't great in f7 (especially as cata 30) w/o hyperion. I played bers until about cata 32 then switched to mage when I could afford a hyperion. I assume you're having trouble finding decent parties as a mage w/o hyperion whereas archer with bones (or even melee tank/bers/healer) might still get you into parties.I recommend at least cata 28 before doing f7 as dealing with your hp can be tough as a mage without hype as well as is the cata req on wither goggles, however, it is up to you how comfortable you feel.
