The reactor can only get to 717 mB/t burn rate on water cooling before it reaches 1.2kK temperature and starts getting damaged. A max sized turbine of 17x18x17 with 14 layers of rotors (28 blades) can handle 11,040,000 mB/t of steam. You can still use the generated energy from the reactor even if it's water-cooled but it's just 102 mrf/t then. You need atleast 100 ultimate pressurized tubes to transport the 98'000'000 mb/t of Steam since the quantum entangloporter can only transfer around 8KB of steam per tick.
