My theory is that the Nest doorbell is leaking current even when not active, and this is enough to trigger the chime. But as soon as the chime triggers, it pulls more current, dropping the voltage to the point where it switches off. Thus, it plays a fraction of a second of its tune, which makes a click. Then the cycle repeats.
