IT seems that the orignal owner had cobra pipes put on the bike and he basically left only 1 inch of the baffle in there ( pulled it today and measured it ).

Most bikes would be about 15V at 5000 rpm, but you need to find the specs for your bike. It could be that the meter is off, though.
